Well, they don't ask for a lot in the city in the first place... it would be weird if they did for that.

So what's the big deal if people register as citizens? They get a few more perks in exchange for a filled out piece of paper and no one is giving up on finding a way out. Seems like you're just trying to find a reason to complain.

I'm not complaining! I just don't see the point of becoming a citizen of a place that stole you away in the first place, just so it costs a couple less leaves to rent a house!
