I thought these guys were supposed to be "vassals"... so what exactly does a "vassal" do?

But of course. There are as many Netherworlds as there are stars in the sky. As a human world's countries have kings, so to does each Netherworld have an Overlord.

As for Laharl, he is Overlord because he defeated all challengers to the throne after his father died.
